Can I verify the quality of the manuscript after receiving a transfer request from Sage Path?

A PDF is provided for every pre-submission query. This should allow the Editor to decide on whether they would like to accept or reject the manuscript. If they do accept the transfer, it will be treated as a new submission and go through the typical peer review process. If they don't think it's a good fit, they can reject the transfer and just note that the quality doesn’t match the level the journal generally accepts.
